Overview
Panel and switchboard insulation resistance testing is a fundamental NETA acceptance and maintenance measurement — but getting the record right requires more than just writing down megohm values. The pre-test checklist, equipment nameplate documentation, test configuration, temperature correction to reference temperature, and per-circuit acceptance evaluation all need to be captured in a defensible format. This tool generates that complete record. The header section documents customer, site, location, equipment ID, job number, report date, test type (Acceptance, Routine, Maintenance, or Special), ambient temperature, and humidity. Test instrument documentation captures manufacturer, model, serial number, calibration date and due date, technician name, and qualification/certification. A three-item pre-test safety checklist confirms de-energization and lockout, manufacturer instructions reviewed for test method and duration, and that loads, electronics, surge protective devices, PTs, and control circuits have been disconnected before voltage is applied. Panel nameplate fields include designation, location, manufacturer, catalog number, serial number, equipment type (Panelboard, Switchboard, MCC, Switchgear, Distribution, Other), nominal voltage, ampacity, withstand rating, and SCCR. Additional panel data covers main/MLO type, number of sections, feeder breakers, feeder disconnects, fed-from source, connected equipment, feeder count reconciliation, breaker position during test, as-found and as-left condition, surface condition, and weather and dew point. Criteria configuration covers acceptance basis (NETA ATS-2025, NETA MTS-2023, manufacturer, or custom), standard edition, equipment category, test-point configuration, manufacturer minimum MΩ, custom minimum MΩ, test duration in seconds, and investigate factor (a multiple of minimum for flagging borderline readings). Temperature correction inputs include measured equipment temperature, reference temperature, correction method, and manual correction factor override. Dynamic branch circuit or section entries capture per-circuit IR readings against computed acceptance thresholds with automatic Pass/Investigate/Fail status. Comments and environmental notes close the record. Data saves to localStorage, exports and imports as JSON, and prints to PDF.
What you'll do
- 01Complete the pre-test safety checklist — confirming de-energization/LOTO, manufacturer test method review, and disconnection of loads, electronics, SPDs, and control circuits — before applying test voltage
- 02Document panel nameplate data including ampacity, withstand rating, SCCR, main/MLO type, and as-found and as-left condition for the test record
- 03Configure acceptance criteria from NETA ATS-2025, NETA MTS-2023, manufacturer data, or custom thresholds, and set an investigate factor to flag borderline readings
- 04Apply temperature correction to insulation resistance readings to normalize to a reference temperature and explain why uncorrected readings at different temperatures are not directly comparable
- 05Record per-circuit IR measurements and evaluate each against the computed acceptance threshold with Pass/Investigate/Fail status
- 06Export the completed record to JSON for archiving, import a prior record for comparison or update, and print a formatted report for client delivery
