All items must be verified by a qualified person before insulation-resistance or connection-resistance testing. High-voltage DC is applied during IR testing — the bus must be de-energized, isolated, grounded after testing, and cleared of connected loads/electronics as required.

Map labels are matched (case-insensitive) to test-section names and to each connection's From/To/Bus-Section fields to color sections and the connectors between them.

Every failed, investigate, unevaluated, or manually overridden result must carry a comment before the record can be called complete. Comments are entered on the measurement itself so they stay with the reading.

Record completeness, measurement results, manual overrides, and qualified-person disposition are tracked separately. A complete record is not a statement of technical acceptance.

Connections are compared per NETA-aligned rule (any value > 50% above the lowest comparable value is flagged Investigate) and against any OEM absolute or custom project limits entered.
